Local responses to HIV/AIDS

Empowering key actors – to know and claim their rights – and providing multisectoral support to their interventions can be a powerful combination for developing the capacity of local communities to tackle HIV/AIDS.

While policies to support local responses to HIV/AIDS often exist, the capacity to develop and implement strategic plans, both by duty bearers (public sector and/or mandated private sector and NGOs) and by rights holders (communities and their organizations) is often absent.
