The information portal on Governance & HIV and AIDS* provides access to free, full-text electronic publications and other Internet sources on the mechanisms of interaction through which HIV and AIDS policies and strategies are developed, implemented, monitored and evaluated at different levels involving both public and private parties.
* Following the UNAIDS’ Terminology Guidelines (2007), we use the terminology “HIV and AIDS”, instead of "HIV/AIDS".
Governance & HIV and AIDS
Different definitions are used for the term governance. The World Bank defines governance as the exercise of political authority and the use of institutional resources to manage society's problems and affairs. In UNDP's Regional Project on Local Governance in Latin America governance has been defined as the rules of the political system to solve conflicts between actors and to adopt decisions. The term has also been used to describe the "proper functioning of institutions and their acceptance by the public". And it has been used to invoke the efficacy of government and the achievement of consensus by democratic means. The terms participation, legality and legitimacy are important in this context.
This portal aims to provide a collection of resources for use in applying democracy and governance approaches to HIV and AIDS work. It focuses on key democracy and governance concepts that have direct application to specific needs in HIV and AIDS programming. The portal also gives access to the KIT dossier Governance & HIV and AIDS which provides more information on the theme of this portal.
Background
The portal on Governance & HIV and AIDS is an interdepartmental initiative. The portal is managed and developed by KIT Information and Library Services with support from KIT Development, Policy & Practice. The latter department has a special programme on HIV and AIDS, in which governance is a major theme. The target audience of this portal is formed by the global community of professionals (researchers, policymakers and practitioners) who are involved in HIV and AIDS responses and interventions.
Updating frequency
The portal will be updated with news, events and other content additions on a monthly basis. We try to maintain reasonable stability. However, some pages include links to news and events that are difficult to maintain because of their inherent volatility.
