Rural decentralization has become a reality in Mali. It has changed relationships between many actors and new links between public services and populations are installed. The success of rural decentralization depends on capacity building at different levels. For this purpose KIT and the Djoliba Centre in Bamako developed this facilitator's manual and toolbox. The manual addresses a variety of issues in rural decentralization. The focus group are facilitators of institutions that support local governance such as NGO and public service staff.
