Operational Research Manager – Health Pooled Fund

George Lutwama is a medical doctor and senior public health expert with over 24 years of experience. He holds a Doctor of Literature and Philosophy degree in Health Studies from University of South Africa (UNISA), a master’s degree in Business administration (MBA) from Management College of Southern Africa (MANCOSA), a master’s degree in Public Health (MPH) from Makerere University, Kampala (MUK), and Bachelor of Medicine and Bachelor of Surgery (MBChB), from Mbarara University of Science and Technology (MUST).

George has extensive experience in health systems strengthening in various countries in Africa. He has experience in international development cooperation in both research and management positions. He has significant knowledge of and experience with qualitative and quantitative research methods, as well as designing, implementing, and managing field research in challenging environment. He is skilled in maternal & child health, HIV/AIDS, Malaria, sexual reproductive health and rights, community engagement, performance-based financing, project cycle management and human resource for health. He has worked in various middle to senior level positions in public service, the United Nations, and NGOs in Uganda, Malawi, Somalia, Eritrea, and South Sudan. He has significant experience working with government ministries and donors including but not limited to World Bank, the Global Fund, UKAID, the Dutch Ministry of Foreign Affairs, OFDA/USAID, Canada, Sweden, and United Nations.

He is currently a long-term consultant and researcher at KIT and is the Operational Research Manager for the Health Pooled Fund.
